TAFILIN- Must we wear it all day- or should we not in order to avoid appearing brazen (ie: to not stand out for the sake of peace)?

What do you think? Rambam says it is a must all day long unless certain conditions stop you. Why should following Torah be considered "brazen" in the eyes of men?
