Assuming a person doesn't have any of the problems mentioned in the Mishneh Torah which would take away their obligation to wear tefillin (until the situation went away)... then of course a Jew is to wear it all day. Even the Shulhhan Arukh gives the same basic idea. And if one says 'but your mind must always been clean when wearing tefillin.." is this to day that if you're not wearing tefillin your mind no longer must always be clean/pure? Hhas w'shalom. Why do we not wear tefillin on Shaboth/the Sabbath? Because the Sabbath day itself is a sign...the whole day. The sad truth is that most people fear mankind more than fear the Maker of mankind.. and therefore strive to perceive His will in a manner that will fit in with their fear of man. HaShem wants our whole heart, not half of it... ALL DAY.... at all times POSSIBLE to fulfill the commandment, whatever commandment it is.
