א As soon as (it is) the 17th in Tamuz, we begin anguishing the destruction (of the Temple). Therefore, there is a Bladi tradition longing for / seeing mourning from this day until Tisha B’Av. No women gets married (ain Nasuin) even who still has not validated/vowed mitswoth of being fruitful and multiplying (in terms of consummating the marriage?). And therefore the meal of shaduchin is not held (made) in these days, and no meals for dedicating the house.
ב There are also traditions of not arranging (buying) or wearing new garments from yud”zion b Tamuz, and there is a law not to purchase new vessels, because of rejoicing with this joy, and also there is a need to (recite the) blessing shahachiyanu, and therefore on Shabboth there is no wearing new. And regarding (upon) Mila and pidyun haban blessings shahachiyanu, there is not (alcohol? / or food) with the Miswah. And regarding fruit some are for leniency for blessing shahachiyanu and with grapes on Shabboth, or therefore in (a) week with not finding this fruit until after tisha b’Av. [If you won’t be able to find until after Tisha b’Av—some seem to get it at the current time—when it is available] . And no (burning /scalding ?) with the students or children in these days.
And so there are many traditions of not cutting the hair in these days - that is to say from the 17th of Tamuz no hairs (on) the head and no hair (on) the beard and not (any) hair of the body. Except from the upper lip of the beard, all that is held up with the food , is permissible.
